Integrated Offender Management (IOM) describes a wide variety of joint enterprise arrangements throughout England and Wales the overwhelming majority of which focus upon individuals assessed as at high risk of re-offending.
Primary partnerships are between police / probation and schemes include other partners from the public, community / voluntary and private sectors. Some schemes involve prison service in an outreach capacity. The private sector are involvement in IOM projects in Lancashire, Nottinghamshire, West Yorkshire and Greater Manchester.
IOM projects target variable cohorts of offenders and these include statutorily supervised offenders and in some cases other targeted individuals who are not subject to statutory supervision by the Probation Trusts. There is no prescription in the adoption of the term IOM as to which cohort this should include.
