David Chantler, Chief Executive, West Mercia Probation Trust and John Quick, Assistant Chief Officer of Merseyside Probation Trust together with Assistant Chief Constable John Long, Avon and Somerset Police, who leads on integrated offender management for Association of Chief Police officers (ACPO) gave strong evidence to the Justice Committee. They emphasised that while offender management could not and should not be controlled from Whitehall there needed to be a ‘strong centre’ matched by ‘strong local.’ They drove home the point that collaboration was the best way forward by citing several detailed examples of this from their respective areas.
